Amidst grim OBR forecasts for the UK economy published during the Autumn Budget,\u00a0creating\u00a0AI\u00a0data centre\u00a0hubs offers a\u00a0route to improved economic growth, enhanced public services and job creation.\u00a0Mehdi\u00a0Paryavi, CEO\u00a0and\u00a0Founder of the\u00a0International Data\u00a0Center\u00a0Authority (IDCA)<\/a>,\u00a0looks at the opportunities.<\/p>\n

Amidst a struggling economy,\u00a0it is hoped that\u00a0Britain\u2019s new AI Growth Zones\u00a0will\u00a0deliver\u00a0a badly needed\u00a0fiscal boost.\u00a0Predictions suggest these zones will attract up to \u00a3100\u00a0billion\u00a0of investment and create more than 10,000 jobs.\u00a0Outlined in the\u00a0AI opportunities action plan<\/a>, targets are ambitious,\u00a0expanding\u00a0the UK\u2019s compute capacity by at least 20-fold by 2030.\u00a0It is not a simple fix however, and\u00a0for these schemes to be a success, we must have the\u00a0grid resilience, build ability and workforce readiness to deliver.<\/p>\n

Breaking down the barriers\u00a0<\/strong><\/p>\n

Apart from ensuring\u00a0that the\u00a0power network and labour market is ready, one of the biggest historic\u00a0stumbling blocks\u00a0has been planning issues, something that is being addressed by this\u00a0government.\u00a0Since coming into power,\u00a0they have\u00a0made a concerted effort to reduce planning barriers,\u00a0including\u00a0looking at how to fast-track the development of large-scale infrastructure developments, while\u00a0taking a national rather than local view to approval.<\/p>\n

Despite opposition from some locals living in AI Growth Zone areas,\u00a0the benefits are considerable and concerns\u00a0largely unfounded.\u00a0Accelerated economic growth, job creation and better public services are the gains, and\u00a0we\u00a0can see from examples around the world what happens when you become a \u2018data centre hub\u2019.<\/p>\n

In Northern Virginia\u2019s Louden County, which hosts the\u00a0world\u2019s\u00a0largest\u00a0concentration<\/a>\u00a0of data centres, the area went from\u00a0rural\u00a0and\u00a0low-income, to one of the wealthiest regions in the US. Its\u00a0data centres now deliver\u00a0$890 million<\/a>\u00a0annually\u00a0in tax revenue,\u00a0some of which goes toward improving the locality, funding\u00a0schools, roads\u00a0and other essentials,\u00a0as well as tax<\/a>\u00a0breaks.\u00a0In this one county, data centre\u00a0companies\u00a0pay\u00a0as much as\u00a0US$6 million per acre<\/a>\u00a0(20 million pounds sterling per hectare) for\u00a0suitable land.<\/p>\n

Some of the AI Growth Zones\u00a0identified\u00a0in the UK share similarities\u00a0\u2013\u00a0they\u2019re\u00a0often\u00a0\u2018de-industrialised\u2019\u00a0with limited\u00a0economic\u00a0prospects. In\u00a0North Wales<\/a>,\u00a0for example,\u00a0data centre development and\u00a0pioneering modular\u00a0nuclear technology\u00a0at Wylfa, Anglesey, will create thousands of jobs\u00a0and billions of pounds of infrastructure investment, providing a much-needed boost to the Welsh economy.<\/p>\n

Power and water are of course concerns, but with proper planning, enhanced renewable and low carbon electricity production, and\u00a0new\u00a0cooling processes which do not need to draw from local supply, these concerns are increasingly unfounded.<\/p>\n

Contrary to\u00a0popular belief,\u00a0the digital revolution\u00a0largely\u00a0supports\u00a0Net Zero\u00a0too.\u00a0Where AI is used effectively – making searches more efficient, automating systems from transportation and\u00a0logistics\u00a0to manufacturing and customer service, while creating a new class of high-end skilled service employment – a downward trend in emissions levels\u00a0will follow.\u00a0Globally, according to\u00a0International Energy Association (IEA)<\/a>,\u00a0data centres\u00a0are responsible for\u00a0just over 1% of global electricity demand and 0.5% of CO2 emissions. Even as data centres expand, the IEA suggests that given the low starting point, they will make a\u00a0relatively small\u00a0contribution to climate change.<\/p>\n

Don\u2019t\u00a0stand in the way of the digital revolution\u00a0<\/strong><\/p>\n

Done properly with a moral compass embedded at its core, today\u2019s events\u00a0should be viewed\u00a0as another\u00a0Industrial Revolution. Each nation must do their best to\u00a0leverage\u00a0technology to the betterment of their economies and people. Those that\u00a0lead the charge, will come out on top, with the power to influence trade, data\u00a0governance\u00a0and digital alliances. \u2018Sovereignty\u2019 in this context is no longer defined by borders, but by data control, computing\u00a0capacity\u00a0and digital ecosystems.\u00a0Lack of digital sovereignty is the biggest risk\u00a0nations will be facing in the coming decades.\u00a0The government\u00a0must\u00a0remember that it is\u00a0both\u00a0the customer and owner of AI data centre development.\u00a0Recent news\u00a0about the UK government\u00a0and Google\u2019s agreement\u00a0to reform\u00a0and modernise outdates systems, including NHS systems,\u00a0is an understandable worry for many. Should critical computing systems like this be in the hands of a company headquartered in a foreign\u00a0nation?\u00a0Either way, the government should be careful not to let outside control get out of hand.<\/p>\n

Developing AI data centres is a key\u00a0solution to a thriving economy.\u00a0Though the nation has a long way to go, the UK government\u2019s AI action plan is\u00a0perhaps its\u00a0starting point in the global AI race\u00a0\u2013 as it\u00a0seeks\u00a0to seize and act swiftly on\u00a0the countless opportunities\u00a0the digital revolution\u00a0promises.<\/p>\n
